My friend and I have been going back and forth on this topic. His orks have furious charge with PowerKlaws. Does he recieve +1 str, making them str 5 before doubling the model's str? Or is it str 4 doubled to 8, and then recieves +1 str from furious charge for a total of str 9?

4x2+1, for a strength of 9 on the charge.

MULTIPLE MODIFIERS
If a model has a combination of rules or wargear
that both add to and multiply one of its
characteristics, first multiply the basic value and
then add the extra points. For example, if a model
with Strength 4 has both ‘+1 Strength’ and
‘double Strength’, its final Strength will be 9
(4x2=8, 8+1=9).

Parentheses (or Brackets), Exponentiation, Multiplication/Division, Addition/Subtraction
It's a standard mnemonic for remembering mathematical order of operations
