i.e. even thoughh he can't take it as a dedicated transport, can it be deployed before the game begins.

Yes, as the LR is in your deployment zone and it is legal for him to deploy there.

IF the LR Is dedicated to another unit the captain can only deploy in the vehcilce IF the unit it is bought for is also embarked.
