The orks rules for boarding planks say that the affected vehicle must be within 2 inches. I have 2 questions.
1. Is the two inches measured from the boarding plank?
2. If I am underneath a skimmer do I have to be within 2 inches of the vehicle or 2 inches of the base?
Thanks.
B.D.

1) There are arguments for both the Plank and the Hull. Decide it pre game. 2) The Base OR the Hull.

2" from the hull and 2" from the vehicle or base which ever is closer

I've heard a few people argue for the plank, but have always seen it played from the hull.

While it would be intuitive for the measurement to be taken from the plank itself, the codex does not specify that we do so.

The codex also doesn't specify that the 12" movements are the previous turns, thus meaning that the 12" movement restrictions for the Target and the vehicle with the Plank are over the course of the whole game.

The codex does state "within 2 inches as if the squad disembarked and charged"
This to me suggests 2 inches of anywhere on the hull of the vehicle if open-topped, or 2 inches from an access point if not. Lol, I think if anyone actually tried to pull that on me they'd get a rulebook upside the head.

The Grabbin' Klaw specifies "within 2" of the Klaw.
The Plank doesn't, but merely says "within 2"".
Something can be concluded from that.

Or the difference is intentional.

No, no, no. We'll have none of that. With GW everything is unintentional comedy except their model release schedule, which is cold, calculated evil.
