I've considered Pedro instead of vulkan but even though I am not maxing out melta/flamers I have enough to make it matter.
As for the librarian I REALLY want him in there but I don't know exactly what to cut. Nullzone works really well with all my ap2 weapons. Do you have any suggestions on how to work him in Fearspect? I was thinking of cutting a speeder and maybe downgrade a razorback.

Personally, I would consider taking out 2 of the 4 Lascannons you have on your Sternguard. Being Heavy Weapons, they're not going to be very mobile. A Meltagun or Combi-Melta would probably benefit them better, as they can shoot and assault if they have to. Leave the second Sternguards with the Lascannons in the back, so they can get their shots off when needed, without having to move them around.
I also agree that if you're going to make room for a Librarian, you should start with downgrading the Razorbacks. A Librarian is only 100 points, so it shouldn't be hard to make room for him.

you have way to many troops, personally at 2500 i only run 2 tactical squads, which can end up being 4 scoring units. i would keep the 2 units that you have with the rhinos.
What bonuses do you get from the sternguard? i have never seen a reason to run them over terminators and or dreadnoughts.

Kind of not sure why the Sternguard aren't equiped with combi-meltas.
Anyway, why not make a more standard Vulkan list, with him and a stormshield librarian as the HQs, 2-3 TH/SS terminator units in landraiders and then filler for the rest?

Sternguard have the special ammunition that can do various things. They're effective, but usually only when they're taken close to the full 10 man squad. Personally, I wouldn't take Heavy Weapons with them, b/c I play them very mobile. Heavy Flamers, Flamers, and Meltaguns are the weapons I usually take, along with a few combi's. They can be expensive, but their rounds can easily take down some of the worst things out there.
As for Troop choices, I'd stick to 3 tops myself. Having them in Rhinos/Razorbacks helps protect them and keeps them mobile, but don't fall into too many point sinks. For 2500 points, you only have an average amount of shots, if not slightly below average. And you don't have any Relentless units either, so you're not going to be able to Rapid Fire and Assault in any of your turns.
The list you're playing will rely heavily on waiting for your opponent to bring the fight to you. None of your Sgt's have any Power Weapons or Power Fists. With the exception of Vulkan, you are going to be VERY hard pressed in close combat. My suggestion would be to take out the 4th Tact Squad, and invest those points into Power Weapons/Fists for all of your Sgt's.

No, you don't have enough melta/flamers to justify vulkan.

IMO any Vulkan 'ard boyz list needs a unit of assault terminators with TH/SS. There are so many nasty things that they're good at countering. I like the triple vindicator heavy support though, best choice you could take IMO.

If you are camping two sternguard squads with las cannons then they should be scoring units, making pedro a must have over Vulkan. I love my Salamanders and subsequently Vulkan but I think he is definitely wasted in this list.

multi-meltas on troops is a bad idea; how are they ever going to get into the sweet spot for tank killing? I know it is free but so is a missile launcher(which you can combat squad and take out transports with)
I take it the 2 Lascannon Sternguard are staying in the DZ and the cannon-backs are harassing troops?
Take a rhino instead of the razorback for the heavy flamer sternguard; this will let you Shoot out of the rhino instead of putting your small squad out in the open.
take out 1 Vindicator for your Libby, make him an epistolary.

Between the 3 choices of free Heavy Weapons in a Tact Squad (Heavy Bolter, Missile Launcher, Multimelta), taking a range of those three isn't a bad idea. Unless I'm running Sicarius in my list, I usually go with any of the free Heavy Weapons, otherwise I take 1 Lascannon.
I usually do that when I run 3 Tact Squads, and most of the time, it works very well for me. Then again, I also equip all of my Sgt's with PW/PF's. I would also put at least 2 Meltaguns in those 3 squads as well. Granted they cost 5 points each, but now you can get a Melta shot and Assault on the same turn. If you take out the Plasma Cannons, that'll free up 5 points per cannon, and you can invest those into Melta Guns. The Combi-Flamers/Meltas aren't a bad idea, but I really think you ought to throw in a Power Weapon for those Sgt's as well.
My suggestion would be to take out 1 of your Lascannon Sternguard units (unless you decide to run Pedro Kantor), and replace it with an Ironclad Dreadnought. Upgrade the Storm Bolter to a Heavy Flamer, and now you have a Meltagun and HF in one Walker. Give him a Drop Pod, if you want to make him more mobile.

Landraiders move in a very predictable pattern (straight at you). If they are avoiding your MM by staying 12" away, you are accomplishing the same as if you destroyed it, by making it irrelevant.
@Rurouni: A landspeeder with a HF and MM does that better for a lot less points!

Get Pedro. With so many Sternguard, and so little melta/flamer/thuderhammers, there's really no reason not too. To make room for the Librarian I would cut one of your Tactical Squads, by taking Pedro you'll already have 7 scoring units, one less won't hurt you.

If you do keep vulcan, cut the lascannons on sternguard, and take some TH/SS termies FTW. also, it's expensive, but can you take TH's for seargents? my memory on vanilla is a little short.
