Some local councils are installing micro chips to monitor waste.

As many councils now switch to fortnightly bin collection, How long before we get fined for excessive waste.
This is a kick in the teeth for people with large families

I don't see why it should be called "secretly taking rubbish".

Once thrown out, it belongs to the council. In fact a lot of people are angry that the council does not take away the rubbish more often.

A kick in the teeth for large families?
Only if a one size fits all policy is brought in. Otherwise there can be a personal allowance for each family member, and large families will be able to throw away more.

The main drawback of charging per bin load is that it will encourage more fly-tipping and putting stuff in the neighbours' bins.

My brother has had a problem for years with the neighbours to the rear of his garden, who used to throw used nappies over the fence, and now throw other sorts of rubbish.

If it's like that before a law comes in think what it will come to when there is a law!
