So here's a pic of a High Elf Swordmasters of Hoeth Standard Bearer. His Banner Polearm broke extremly early on during transport :(. I stripped in down as best I could, just couldnt get into the face or most of the primer. I grabbed as many HE bits as I could that would work for this project. Anywho I have two questions...

How can I fix the Banner Pole?

How can I convert the model to make a Flag(s), out of the HE plastics or a paper/other converted material to make a flag(s)

Personally I would keep the banner as it is.
Just cut off the top of the standard and replace all of that bent/broken pole section with the same gauge of brass rod.
Add some of those plastic pendants, on the right hand side of your pic, and you should be good to go.

If you game/travel alot and have a bit of patience I would recommend replacing all of the metal/plastic banners and spear hafts in your army this way.

id say the same here, look into getting some modelling tubes and see also if you can pin it into the hand for extra strength.
Also, to keep the top part of the shaft, cut off about 5mm down of the bar and shave it down a bit and see if you can insert it into the rod you buy.
for extra banners, try looking into other armies that may carry similar style of simple flowing banners if you want to give some more variance.
