Why would he have done anything for Baal?

Baal's a recruiting world. To change it from the feral conditions it has would lower the quality of recruits dramatically.

For the most part, we've seen either:
A) Deathworlds where the Astartes purposely let the locals run wild(Fenris) so that they get the best of the best to begin with
B) Fairly civilized worlds where there's a large military tradition and a sort of utopian feel to the place, where the recruiting is done at an earlier than usual age or Aspirants are identified earlier and begin training before they're modified
OR
C)A mix of the two where you've got a civilization in a rotting craphole of a place and the best are culled from the herd, leaving a vacuum of power which leads to the NEXT batch of Aspirants later on.

But, that's entirely likely just in my mind.
