So it is virtually impossible to track down the old Citadel Ultramarines blue spray anymore and I used my last can.

The Army painter blue spray is oft advertised as "perfect for ultramarines", etc. Anyone with experience with it confirm how closely it matches Ultramarines Blue (straight or after a wash) or am I going to need to invest in an airbrush and use Ultramarines blue from the pots?

Its very very close, but off just a little bit, if you washed it and did highlights it should be passable.

Gathering the Informations.

If you prime the models black before hand it gives the perfect match.

Your best bet might be to use the airbrush.
That way you'll get the exact colour you're looking for and means you're not relying on OOP cans.
