so this is list made to scenario agenst nids everything has Won and only two mc or anything w/ av value
and its objective game and no ds or outflank but the bugs have 500 more points and gome in wawes weard game huh?
lots of daka to dring down gaunts and cannons to warriors. Comissars will keep lines in check and squads will combine to twenty man squads.
commands will be acting like bug remover and order guys. nothing really wat you think apes?

huh its cleaned now heavy weaponds are nice but i think massive lasgun barrage can replase that with orders and massive 170 rapid firering lasguns will do something and those autocannons will keep his tyrants from my lines

I would have just liked to see more Heavy Bolters I think, otherwise lasgun fire can definitely do the trick if they don't have tons of MC's.

if you have the points somehow why not pask in a punisher with 3x heavy bolters also? that means you could take on any gaunt's and come out on top

i dont have punisher and it would not have won so
yeah and i have no idea how to get those points and if a had them i would have vets/brimstone for more orders

If you are planning to divide each platoon into two 20 man squads, why do you have three commissars per platoon? Couldn't those 105 points be used better elsewhere?

Bearing in mind that this is for a scenario against nids:
Sorry if you've already bought it, but I think the punisher is a really poor choice. It can only hurt little bugs - a normal leman russ will paste just as many little guys, and can also sweep whole squads of warriors off the table, hurt MCs, etc.

I think the list would really benefit from more heavy weapons - against tyranids missile launchers and heavy bolters are the way to go. Autocannons actually aren't that great for this matchup, because they're worse than h. bolters against gaunts, and far worse than missiles/lascannons against warriors and MCs.

Range will be your friend in this kind of game - I think GLs are a great choice for your infantry squads, but flamers should be restricted to small command squads, so drop the veterans and get more platoon infantry or HWSs. The reason is this - you want the flamer command units behind lines of infantry. That way, the tyranids will get close and either waste time shooting the command squads through a cover save (so he can't assault the infantry in front that turn) or shoot/assault the infantry line - the infantry will get cleaned up, and you can move the flame units in and put a ton of wounds on the tyranids in your turn.

Finally, I think the Lord commissar is a bit useless - the regimental standard should be sufficient to keep the troops in line. Perhaps the CCS and/or the veteran unit should be given plasma guns - since they're BS4, that gives you a couple units which can efficiently take out your opponents MCs. Right now you have no high-strength, low-AP weapons, which will be necessary for that.

Your list makes it seem you're a bit confused about how a lord commissar works - he's completely seperate from the officer + command squad entry. The reason I don't like the lord commissar is because he's so expensive. Instead of one CCS and one lord commissar like you have now, you could have 2 CCS, each with a regimental standard and a heavy weapon - that would give you more shooting power and a much bigger area in which your guardsmen would reroll all morale tests.

One nice thing about the Lord Commissar is that the orders are taken on his leadership, which is nice for HWS since they can't have a vox.

I'd consider missile launchers instead of hb for your army. They do ok versus swarms but they also help allot against come of the bigger non MC nids. Warriors, Tropes, lictors and ravenors all get instant deathed by missile launchers.

When I blob I usually do groups of 30, which would let you cut points from extra commissars and voxs. It might also be a good idea since the CCS is only going to be able to issue Fire On My Mark! or Bring it Down! twice a turn. But it's entirely up to you.

I'd think about giving the heavy weapons to the infantry squads instead of making them into hw squads. HW squads tend to be fragile high priority targets in a foots logger list. Putting them in blobed infantry squads also will increase your chances of successfully issuing orders to them.

I'd drop the Lord Commissar of another CCS. You might also want to look into some of the IG Special Characters. I think Checkov gives a buble of stubborn, which when combined with a CCS regimental standard will do the about the same thing as a Lord Commissar without having to execute as many guardsmen.

I wouldn't take a punisher gatling cannon (however tempting I always find it) For me, it has too little AP for my liking.
Having said that, for an infantry army, this is quite a list.
