The title explains it. Just remember balanced does not mean wimpy.

If I had to pick only one I would say Chaos Daemons. Some pretty powerful stuff but offset by a lot of randomness.

I play chaos and thought they were a lil powerful then forgot about the randomness that occurs, I put SM's just cause how you can make your army is near limetless.

SM, for all their uberness, they are still the vanilla in 40K. Esp. with all these new "Space Marines" coming out

This is a little story about four people named Everybody, Somebody, Anybody, and Nobody.
There was an important job to be done and Everybody was sure that Somebody would do it.
Anybody could have done it, but Nobody did it.
Somebody got angry about that because it was Everybody's job.
Everybody thought that Anybody could do it, but Nobody realized that Everybody wouldn't do it.
It ended up that Everybody blamed Somebody when Nobody did what Anybody could have done.

You cannot have a single balenced army as army balence depends on all armies being the same power level.

If say the next Necron book is super powerfull an has no real weaknesses as long as all the other armies are equally powerfull the game is balenced.

If on the other hand the next tau book sucks then as long as all the rest of the armies suck its balenced.

Balence is relative.

You're going way deeper than you need to. If I need to rephrase and say, relative to all the other books... I will. But you would need to add it to about everything you ever said about the game.

SM so many toys but so much is geared to kill marines, but any book can be abused by powergamers except maybe DH so maybe I should've voted that

Internally balanced - SM or IG. The points are right, and for SM (apart from scouts) there are no no-brainer-avoid units.

Balanced as in fits about right with other armies? Chaos or IG again - they sit middle of the power band. Orks and SM (played well) are near the top.
