Now that I have my Tau completed and am almost done with my SM, I decided to do another army, as all 40k players eventually do. I decided upon Dark Eldar, but the question is should I wait for a new codex to come to fruition? Or should I go ahead and start assembling it once I have the money?

The problems with the current situation is that most people dislike the models (which are mostly metal to boot) and there's really only one viable build out of the codex (though it is reasonably competitive). So, unless you like the current model range and are content with the raider spam build, it's probably best to wait and see how things develop. Lots of rumors/speculation abound about a DE update by January 2011, but that may seem like quite aways off and, of course, nothing is confirmed.

Ugh metal? I did not know that.

Maybe just open a bank account and put in some money from every paycheck to save up for the DE release.

Sounds like a wise plan. The scuttlebutt on the DE is that they have been redone by noted sculptor Jes Goodwin and are looking fantastic, so it will probably be worth the wait.

Yeah dark eldar interest me as well, but the whole problem of them being all metal which is the worst, and how horrid the models look is what keeps me at bay.
Oh well when their codex comes out I would love to see what they do with them.

If you have the skills and time you could convert the army to look better.

The idea of DE is cool, but being so old I would go against it.

Have you considered a non GW army? There are some great games out there and their quality of mini's is awesome.

Currently collecting and painting Eldar from W40k.

I've seen Dark Eldar converted from Dark Elf and Eldar Guardian parts before, but I'd honestly just wait for them to get a rerelease. The idea of saving money from every paycheck sounds like a good plan, and one most hams (myself included) don't think of.

I'm about to embark on this exact endeavour, I can't wait! I typically only play low points values though, usually hovering around 750pts or so, so it's not like I'll be breaking the bank to do it.

OP: If I were you I'd keep saving your money, read through some of the codices and wait for something to grab your attention. I tend to enjoy reading the short stories in there until something captivates me, it's nice building an army without second-guessing yourself.
