Short answer is ask the TO, s/he can change the rules to do whatever s/he wants.

Assuming s/he is following the rules however, It's picked as part of your army list, as you have to pay a points value for it. You can hardly have different points cost rosters at a tournament. So you would pick it before the Tournament.

Yep, if you pay a points value for it, you can't change it. This is kinda like asking if I can change the hull weapon on my Leman Russ between Heavy Bolter and Heavy Flamer in between games.

Now that I think about it ( thanks Don Mondo for jogging my memory) the old Templars did not pay for the vow, and I think they FAQ's it so you could choose before the game, even in a tourny.
