I wanted to start a new army as a side project for small scale games that ill eventually expand. I wanted something that used elite (not the selection elite) units that are swift, deadly and just straight cool. What army could satisfy my need? I was thinking space marines but i wouldn't know what units to pick

Agree with Fauntleroy. Although if you like Space Marines, take them and have a lot of Assault marines and Veterans
in your army. (Dont choose Ultramarines, i did and now they bore me to death while I collect cash to start a Blood Angels army)

Grey knights.
Coolest models ever made, awsome special rules(the ones that still apply  ) low model count(fewer to buy and paint), Really shooty(basic trooper puts out 2 bolter shots at 24"), waaayyyy cheaper Dreadnoughts then Vanilla marines, WS5 means never needing worse then a 4+ to hit in CC and many times will be 3+.

I would suggest eldar as all the units are elite and fun to play with. A tyranid force consisting of nothing smaller than a tyranid warrior could also be good as you could really spend some time making each model different and carnifexes are great fun!

Mechanized Space Marines are good for this. Lots of bikers, rhino-mounted tactical squads, and some land speeders for fire support and you're good to go. Blood Angels all get the fast rule for their vehicles, so that's even better.
