Now just before I get bonbaonbardled with people saying, crap, overpowered, and such and such, this is just for fun. These rules could be for Pre-Heresy, Post-Heresy or even a spectacularly impossible Time of Ending game! But noone is awesome enough for that... yet... ¬.¬
Just for comparison, Primarchs, of course, would be less points. I'm thinking, say, between 280-350pts? Depending on the Primarch, of course. Roboute, you suck. He only had a friggen Power Sword! :ddd Fitting for someone so faily.

SPECIAL RULES:
LORD OF HUMANITY: As the saviour of the Imperium, the Emperor stands as a grand figure of awe, and his presence inspires those troops below him. All allied Daemonhunters, Space Marine, Imperial Guard and Sisters of Battle units gain +1 to their LD at all times (to a maximum of 10) and are subject to the Stubborn and Counter Attack special rules.
ETERNAL WARRIOR, COUNTER ATTACK, FURIOUS CHARGE, FLEET AND FEEL NO PAIN: See the Warhammer 40,000 rulebook.
THE GREATEST HONOUR: Should The Emperor join any unit, they will fight all the harder in his presence. The unit are subject to +1 attack, and the following special rules: Fearless and Counter Attack as detailed in the Warhammer 40,000 rulebook. Additionally, all Independent and/or special characters and any unit they lead become subject to the Fearless special rule.
CHAMPION OF CHAMPIONS: The Emperor’s reputation alone is enough to defeat some enemies. Those that choose to stand against him must be strong of will and confidence. In truth, they are merely foolish. All enemy units that can draw direct line of sight to him, without any intervening terrain or friendly/enemy models of LD 8 or less or whom are not fearless suffer -1 to their LD for this turn. Also, any enemy model wishing to shoot or assault him must pass a Leadership test unless they have an unmodified LD of 9 or higher or are fearless. Enemies of the Imperium think twice before risking to provoke the wrath of the Emperor.
SUPREME EXPERIENCE: The Emperor and any unit he has joined gain +D3 extra attacks for charging instead of the usual +1. He and any unit he has joined are subject to the Preferred Enemy Universal Special Rule in the first round of any assault they initiate.
WARGEAR:
THE SWORD OF THE EAGLE AND THE CLAW OF MARS: The effects of these two powerful relics are as follows: The Emperor’s attacks strike at strength 8, re-rolling all failed To-Hit and To-Wound rolls. His close combat attacks ignore armour saves, and all invulnerable saves are at a -1 modifier when taken against any of his attacks. Additionally, The Claw of Mars contains an inbuilt bolter system of immense power in comparison to all other bolt weapons of similar size. It has the following profile: Range – 18” Strength – 5 AP – 3 Assault 3
MANTLE OF TERRA: This sacred armour is unmatched in the entire galaxy. It is not known how or where it is from, but only that the Emperor obtained it and it is his right alone to wear it. His saving throw is Invulnerable.

Here's what i'd use: Emperor of Humanity - 1,250 points WS BS S T W I A LD Sv 14 10 8 8 6 9 7 10 2+ Same special rules as you plus: Walking Deity: The emperor's save is invulnerable. Psychic God: The Emperor can use 4 Psychic attacks per turn any and all of these can be shooting attacks and he can use the same power more than once (including shooting attacks) and these do not effect his ability to fire his normal weapon. Titanic might - same as Marneas Calgar Psychic powers: He has ALL the psychic powers from the BA, DA, SM, DH, WH and IG codexes. Wargear: Ap2 Storm bolter, Artificer armour, powersword. Weapon skill > 10 rules. Follow the same process for determining to hit rolls as for WS 10 or less. However if your Ws is 10 or more higher than your opponent you hit him on 2+ and he hits you on 6+.

Dude, that is ridiculously overpowered. OK, maybe not for the points, but you have to thing literally.
Also, his saving throw already is invulnerable. But I like the Walking Diety rule name, I might make something up for that. Also, another special rule: Psychic might - basically lists the psychic powers. Phew, that'll take awhile to write out! Also, Ima take away the ignoring armour saves part for his weapons, and make him strike in the same way as a monstrous creature instead, on top of the rest of it!
Titanic Might is a bit out of place, considering he already re-rolls all CC stuff, and besides that rule is kinda stupid. I'm a stupid special character that noone uses so I can hurt stuff better with my guns. NAAWWTT
Also, have you even seen the pictures of the Emperor yet? He doesn't actually have a visible gun in any of them... And don't forget the BoLS Heresy Era ruleset, which states, obv, that noone has things like stormbolters. Possibly because they havn't been invented yet.
Yeah, what you've done, stats wise, is just stupid, no offense. It dumps the fluff behind 40k in a bin fire. The Emperor isn't a Demi-God (i.e. Nightbringer), nor is he as physically strong as a bio-titan. But he's just an exceptionally strong Space marine, because they were created in the image of their Primarchs, which were in turn created in his image. Powersword? Fail.
Seriously, search the Emperor on Googlerz, he has some form of lightning claw and a massively awesome fiery sword. And gold armour. Thanks for the input, though!
EDIT: Basically, I'm making it realistic - 40k wise.

Here's some ideas for Psychic powers for him instead of just giving him everyone's standard powers: Warp Walk: This psychic power is used at the start of the movement phase. The emperor and any unit he is with are removed from the table and replaced anywhere within LoS of the Emperor, using he deep strike rules but they only scaqtter 1d6". The emperor can lock onto teleport homers dn locator beacons if one is with 12" of the point he wishes to move to he does not scatter. The emperor and his squad then count as having moved but may run shoot and assault normally. Mind Rage: Bolts of lightening shoot from the emperor's mind. this is psychic shooting attack with the following profile: Range 18" S8 AP3 Assault 4d6+2, pinning Righteous Smite: The emperor reaches out his hand and smites the enemy with his thoughts. This is a psychic shooting attack with the following profile: Range 26" S8 AP1 Assault 4 Tempest of vengeance: A blast of flame shoots out from the emperors hands engulfing his enemies. This is a psychic shooting attack with the following profile: Range - S8 AP3 Template 3 Destruction of the Omnisiah: The emperor rages at the Omnisiah destroying all machinery in his path. This is a psychic shooting attack. Draw a straight line from the Emepror in any direction 36" long any vehcile onder that path suffers a glancing hit on a d6 roll of 3 or 4 and a penetrating hit on a 5 or 6. These hits count as AP1. Pyschic Scream: The Emperor screams with his psychic might. This is a psychic shooting attack. All enemy units within 24" must take a panic check at LD-2. Fearless units (or units otherwise immune to morale or leadership based tests) must take a panic check at Ld10 and if failed will immediately fall back. Mind Lance: The Emperor casts his mind into his enemy and uses all his power to destroy his opponent. If the emperor uses this power he may not use any other powers in the same turn. This is the power he called upon to bring an end to Horus. This is a psychic shooting attack but can be used even when the Emperor is locked in CC (in which case he must target the a model he is engaged with). The Emperor targets a single model within 6". That model suffers a S10 hit from which no saves maybe taken armour, invulnerable or cover saves are all forbidden. it eth target suffers a wound or glancing or penetrating hit it is immediately removed from play as destroyed regardless of any wounds opr structure points the model has (or if it is an ET) it is instantly removed. After this the Emperor takes d3 wounds. The quickening: The Emperor uses his mind to slow the very fabric of time down and as such moves at an incredible speed. This power is used in the assault phase the emperor may immediately make a 12" move. he may then assault afterwards. Until his next movement phase in assault he always strikes first regardless of initiative and has double his normal attacks. Shepard's shield: The emperor shepard's his children from harm. All friendly units with 12" of the emperor get a 4+ invulnerable save. Vehicles make take this save against glancing and penetrating hits and if successfull the hit is negated. Onwards my Angels of death: The Emperor uses his mind to drive on his angels of death to a relentless fury of death. The meperor may cast this power during his movment phase. All friendly Space marine units within 24" of the emperor gain the Relentless USR until the end of the turn. Automatically Appended Next Post: Yeah the flaming sword is the power sword so his attacks ignore armour. He is supposed to be a match for Horus so this power level is appropriate. Remember Sangiunius is the weakest of all the primarchs and he can break a bloodthirster's back over his knee. So his stats need to be better than a blood thirsters. Then Horus swat's Sangiunius "like a fly" so him and the Emperor need to be well above that. A Bloodthrister's stats are: Ws Bs S T W I A LD 10 4 7 6 4 5 5 10 And someone Horus swated like a fly is harder than that. So my stats for the Emperor are well in line with the fluff. His not a demi-god he is a walking god. He should crump the Nightbringer and anything in 40k except Horus. Automatically Appended Next Post: I missed the wargear, sorry so yeah keep that drop titanic might and walking Deity.

Demi-God, walking God - same thing.
Think, a bloodthirster may be stronger, have better close combat skill and stuff, but the Primarchs have their own Weapons as well. These increase their stats and have their own affects as well.
Horus, as a Primarch, was almost equal to the others like him. But when he turned to chaos, his power was INCREASED by the Dark Gods, hence why he swatted Sanguinius. Although, Sangy did 'damage the Warmasters armour, which helped the Emperor to deal the Death blow'.
The Nightbringer is underpowered. In the new, rumoured 'dex, it is removed and is gonna be forgeworld and apocalypse only.
I personally prefer the stat line I made to your one. Also, half of your Psychic powers are str 8 weapons. He is offensive enough, his psychic potential should be used more for protecting his fellows, as he currently does from the golden throne. Without him, as he is dying (golden throne is breaking) he won't be able to keep the amount of Chaos in the warp as he does currently, and the Imperium will be screwed... more than it is now... hmmm...
You're doing what I did, making it ridiculous - V1 of mine he was 20,000pts. Yep. I know. Don't say anything.
We need to develop this slowly, I think. Let's start with what we've got now, then give him some good, balanced psychic powers. You're going to quickly and making the most powerful things you can.
Also, I think we'll add a rule that allows for more specialised units... and there is always the Heresy Era PDF from BoLS. Go find it already, but bare in mind the latest version (that is, if they havn't brought out another one) was done in 4th ed.

No Sangiunius broken eth bloodthirsters back over his knee. His wargear had nothing to do with it he was physically stronger than the Bloodthirster. Not by a lot but by enough to win the arial duel.
Yes Horus would have been in line with Sanguinius (slightly stronger but not much) before he got his dark power boost. The Emperor was always well ahead and was nearly a match for the boosted Horus who swatted sanguinius like a fly. Don't beleive the Blood angels propaganda Sanguinius had no impact on the final duel except helping Horus limber up. Horus relented allowing the Emepror to strike because he saw his own folly.
The powers are all S8 because the Emperor is S8 so it makes sense for his own strength to apply to his psychic attacks.
Demi-god and walking god rae not the same thing. One is almost a god the other is a god in material form, the Emperor is the later.
I know their trying to re-write it so the primarchs are weak but the Enperor needs to be near all powerful. He could have more buffing powers if you wish but the above represent him on field smiting his foes rather than sat in the goldne thrown single handedly holding back all 4 Chaos powers.

'Sides, almost nothing is known about the Primarchs actual abilities asides from over-exaggerated fluff.
Also, take the really, really, really useless Avatar of Khaine. It's a walking-part-of-a-God, and only strength and toughness 6. Think of the Emperor in comparison.
Look, I think my one is a starting point, so instead of posting your own here from now on, just suggest good alterations to the stats, rules and wargear. Also, any idea's for the aforementioned three thingding's are welcome.
But non of this stuff anymore.

How about we establish just how powerful a primarch is before we establish how powerful the Emperor is. For a primarch I was thinking WS BS S T W A LD Sv 8....8...6..6.5.5..10.2+ With some variation between primarches I think the Emporer should be more powerful than the primarches, but not by much. Off Topic I also think that Pheonix Lords need a buff to keep up cause they have been fighting since before the emporor was a fetus. And that PLs primarches and emporor should be Apoc only.

Well we know the weakest of the Primarchs broke a Bloodthristers back over his knee. So we know that a Bloodthirsters stats are:
10 4 7 6 4 5 5 10
We also know Mephiston is S6 T6 and he's no Primarch So the S5 T5 is frankly ludicrously underpowered.
We also know the Primarch that is stronger than the BT above was swatted like a fly by Horus and that the Enperor was almost a match for Horus.
Oh and I had another idea for a Psychic power for the Emperor:
Psychic Beacon: This is used at the start of the Emperor's movement phase all deep strikers that turn do not scatter.
