My question is has there ever been a IG regiment founded in honour of a primarch, a bit like the some space marine chapters were founded by primarchs, or if not would it be "fluffy" to found my guard in honour of primarch?
and what primarchs do you think would suite certain types of IG army's?

Primarchs? probably not, IG aren't really important enough. Also most normal humans don't know about the primarchs.
An imperial saint or religious world is much more likely. It's possible that an IG army could be raised on a planet dedicated to one of the primarchs. The most appropriate would be Guilliman, russ or sanguinous.

It can work, just make some decent fluff for the background and run with it. The primarchs while legends and distant from the normal Imperial citizens are still important parts of the the Imperium and it is not beyond reasoning that on a planet that was liberated or discovered by a primarch to have their PDF and regiments to honor the primarch by caring his legion's colors or claiming victories in his name etc. Obvious, Rowboat, Russ, and Sanguinous are good ones. But Dorn and Khan are also good candidates.

Remember that the Imperial Guard did not exists in the time of the Primarchs. It wasn't until after the Horus Heresy that the Imperial Army was split into the Imperial Guard and the Imperial Navy (Which makes no sense. It should have been IG/HH = IA + IN) and that the Legions were split into the Chapters.
Now, its not impossible that an IG regiment was formed in tribute to a Primarch, but make sure that the fluff adds up. Don't have the IG regiment fighting alongside a Primarch that died in the heresy. Alternatively, you can have an IG regiment formed from the core of an Imperial Army unit that fought alongside a Primarch during the Heresy.

IMO, there is a place for imperial guard alongside the space marines, as some space marine legions had imperial army contingents
under their command and the DA HH-books tell us that the DA did not only recrut space marines but also supply imperial army
regiments. Thus, a IG regiment could be a reformed former IA regiment and still honor the former "commander" ( primarch ),
or just a IG regiment formed to honor the space marines that fought for their homeworld.

There's a piece in the Space Marines codex that talks about the military forces of Ultramar and how their PDF regiments often end up fighting for the IG as Ultramar is such a peaceful region.
I'me seriously tempted with the idea of a mixed SM/IG Ultramarine force; the IG would end up almost like UN troopers with blue helmets/hidghlights

Sweet!!! Ive actually ben thinkng about that too man. I was looking at using the Daemonhunters codex and using the troopers as a core for an Ultramar army and use space marine stuff for heavy, elite all the fun stuff. I knew somebody had to be thinking of the same thing!

I wouldn't say founded in honour cause primarchs already have a hell of alot in their honour. Also to be quite frank the guard are ignorant and disposable. The vast minority have even heard anything other than "THE EMPEROR IS YOUR SHIELD AND PROTECTOR" when it comes to divine and powerfull people. I suppose you could say they were founded to protect a relic world where a piece of the primarch's armour is held but even then they probably wouldn't know and there would be marines protecting it. Also to the posts above that doesn't mean they're dedicated to the primarch it just means they live on the world he did. But I love the idea. With a new secondary colour and a bit of kit bashing I might try and go for some space wolf guard vets. (or maybe penal legions but just say they are really aggressive wolf guys.

I could imagine the Crimson Fists fighting alongside a regiment or two up until they are back up to a chapter size. I almost even started an IG army when I was playing the Fists just to show this. I think on certain worlds this would be a good idea

Wolf Guard Bodyguard in Terminator Armor

On the world of Garm there is a Space Wolf relic, the Spear of Russ, that is protected by the PDF forces. Leman Russ thought it fitting to leave the relic on that planet instead of back at the Fang on Fenris after he saved the world from destruction. the PDF forces on Garm are wholly in debt to Russ and the Space Wolves, so its entirely possible to have a guard regiment based around a Primarch.
