This won't happen, but I'm curious. (hypothetical)

if I take 7 sterns 6 as troops and one as an elite (assuming some future rule allows this.)

can the elite stil count as a troop choice, even though he's elite?

Assuming you're talking about Pedro's "Hold the Line!" special rule, you've got it all wrong. Sternguard are still Elites choices, they just count as scoring. So you can still only take 3 squad of them.

If a future rule allowed it, then no - the Sternguard chosen in the Elite slot is exactly that, an Elite choice.

This is like the old chaos codex where you sometimes had a choice of slot - they could be troops OR elite, but once you pick they stay that way. They arent magically both Elite and Troop at the same time.

Lastly, there is probably a bettter place to put this, as you are askng what would happen if you played an army one way with a rule that hasnt been invented yet. Not really the ideal place....

The rule certainly exists and is current, although not for Sternguard. Dark Angels Deathwing terminators are normally elites, but if Belial is in the army they can also be taken as troops. As I understand it, this means that you can take up to six terminator squads as troops and up to three as elites, but that each squad stays in the slot it was chosen in; you can't choose nine squads and call them all troops.

Look to Logan ability with wolf guard they turn from elites to troops so you can only have a maximum of 6 wolfguard and it is not opitional they have to be troops if he is taken.
