I was hoping I could find an answer to this but I guess its such a vague topic that I couldn't pinpoint it.

Say you have a squad of SM and one of them has a HW. If the squad changes positions in the movement phase but the heavy weapon model doesn't move from his original position, can he shoot?

No, as the entire unit moves, even if individual members dont.

The only exception is that an IC that moves to join a unit doesnt make the now-combined unit count as having moved.
