Basically I couldnt find anywhere that said you couldn't do this. I know the Wraithlord is a MC, but can your farseer join the wraithlord and then when shooting at the two targets you reslove the toughness at 8 since only those two are in a squad?

No. Read the rules for ICs, specifically the part about who they cannot join.

As a clue, certain units that always consist of a certain number cannot be joined by an IC

Ok thanks my friend was running a warlock with him (so we thought it was a group of 2) were still very new and I just checked his codex and found the wraithlord cannot take a warlock as part of his squad. Which then shows the wraithlord as a single model making it easier to interpret the rules. Thank you again.
