So, I've come back to 40k after about a 7 year break and I've been using my Space Wolves to get a good grasp of the new edition and how things work now. I figured it would be much easier to overcome tactical mistakes with my Wolves then with my Eldar. Now I'm getting an itch to play some games with my Eldar again. The problem is most of my Eldar units are not really competitive in the modern game. Also, I don't have a lot of disposable income or time. My question for all those helpful dakkaites out there, is what would be the fastest, easiest, and cheapest way to get from these units to a decently playable army.

Right now I've got:
-A couple Farseers
-4 or 5 Warlocks
-An Avatar
-6 Striking Scorpions w/ Exarch
-7 Howling Banshees w/ Exarch (and with Las pistols)
-5 Wraithguard (they used to be so much cheaper $wise and more powerful)
-6 Fire Dragons
-8 Dire Avengers w/ an old metal Guardian I'm using as an exarch
-6 Rangers (the ones that are now in the 'Collectors' range)
-12 Guardians w/ Magnetized weapon platform
-8 Storm Guardians w/ Flamer and Fusion Gun
-3 Shining Spears (not fully assembled so I could change them into regular Jetbikes or even Jetseers)
-6 Warp Spiders
-A Vyper
-A Shadow Weaver (don't ask)
-5 Dark Reapers w/ old Exarch
-A Wraithlord
-And a Falcon

As far as I can tell, current edition Eldar must mech or die, even more than other armies. Wave serpents are somewhat expensive, however. Does anyone out there have any ideas what I should do with this mess?

You probably want to spend what money and time you have on wave serpents, but you ought to be able to build a passable 1500 pt army without buying much else.

Say if you got hold of 2 wave serpents...
Farseer
8 DA + exarch in WS
6 FD in Falcon
10 Storm Guardians with 2 flamers, subbing in two regular guardians to get up to 10 (remodel/repaint/buy a couple more guardians from a bitz place or don't play with wysiwyg nitpickers) + warlock with destructor in WS
6 spiders
wraithlord with guns
Maybe the Vyper
3 guardian jetbikes
I think that is near 1500, and there are lots of variations you could do (I suppose FD in a serpent and dropping to 5 DA in the falcon is probably better)

It's not a super optimized list, but nothing in it sucks and only the wraithlord is slow, but it is a long range gun platform anyway.

I think it would at least be fun to play. You may lose to more optimized armies, but you won't be just sitting static getting shot by tanks without being able to do anything.

The models you have would be, I think, tougher/more expensive to turn into one of the non-mechanized lists some people like. Most of them have cores of like 10 wraithguard (5 of which are $100) plus 2-3 wraithlords.
