Maybe I've missed something somewhere but scouts are Troops now, so doesn't it make them scoring?
And maybe (both Priest and Libby are jump-packed so they'll have to join
JP assault squad) I should equip Priest with combi-melta, add meltagun to
JP assault squad and try to play "Descend of Angels with tho melta shots behind enemy tank"?
FNP (and maybe even sang shield, if Libby doesn't use Blood Lance) will help them to survive enemy shooting phase and I'll have a nice assault squad behind the enemy lines?

Yep, I know the math about
TL Assault Cannon being better (at 24" range) than
TL lascannon against everything except AV13. But to get the points I'll have to drop the priest, thus denying me the chance to deep strike melta-carrying assault squad onto enemy tank ('cause without
FNP the guys will be torn to kingdom come in the upcoming shooting and won't manage to do much assaulting afterwards).
And the army will turn into another "razorback-assault" pretty everybody will be running.

This "on everything" I hardly understand. You mean using tight attack pattern so that everyone remain in 6"
FNP/
FC bubble ('cause he'll only be joined to one squad and red thirst will most probably randomly appear in some one of three squads)?
