It's between BT and Eldar.

Eldar are a good finesse army, but BT have some seriously borderline unfair stuff (Vindicator with PotMS)
Hell, they even run FORWARD when they get scared. If you're good enough to get them into melee, you win. Maybe BA will end up doing it better, but BT will still tear you to bits.

Little off-topic but. . . did squats have a codex, and if so, since the rules state you must use "the most recent codex", could you field a squat army legally in a tournament?

Nope, they never had a codex. A little while ago I did find this, however I'm not sure how legitimate any of it actually is.

DE are surprisingly able considering how old their codex is. I voted for Eldar though. They are definitely a glass cannon, but still frightening in the right hands...
