Hey guys! I'm in the planning stage of starting a new eldar army and could use some
help on the list so far.

I wanted to cover all the bases with this army, such as anti-horde, anti-mech and anti-MEQ
So here it is:

Strategy
I'ma hit and run type of guy, loving to speed across the battlefield blazing with everything, while staying just out of reach and behind cover.
So I would speed up with my seer council, farseer, and jetbikes shooting with a combo of doom and focused fire on a vunerable unit, while my vypers take shots at tanks or other vehicles with the brightlance
and having my DAVU squad either run up to contest an objective or stay as cover for the vypers holding my objective. Any thoughts on this would be greatly appriciated.

Doubts
Not really sure if i should have a singing spear with destructor because if i use destructor during my shooting phase then i wouldn't be able to throw the singing spear... or would i?
Although i guess Destructor is more anti-horde which gives him a versatility twords horde and vehicles.

Possible Revisions
I was not really sure about the vypers as they're brightlances may only hit about half the time.
In turn i would instead give them start cannons, to give them a usefulness against av of 12 or lower.
I'm also not to sure about the small squad of 5 dire avengers in a wave serpent as that would be
just a squad that would in some sercomstances become usefull in non kill point missions.

If you're going to use bright lances (I think it's a lot better to rely on scatter lasers, EMLs, and fire dragons) then put them on wave serpents, not vypers - they'll be twin-linked, and high-threat armour-killing weapons are not the thing to put on AV10, open-topped vehicles. I think vypers overall are a bit poor (compare them to a SM landspeeder, which has higher BS, isn't opentopped, can deepstrike, and can carry multiple more powerful guns) if you cut some points you could get a unit of fire dragons to hunt tanks instead.

Aside from that, looks good on paper, but I don't have much experience with jetbikes. My instinct is to go with all armour except for the seer council, or all bikes all the time, currently the lone wave serpent looks a little vulnerable.

You make a good point about both the wave serpent and the vypers now that i look at it.
I was thinking of taking out both the DAVU and the vypers for a squad of Shining Spears and
a Autarch making it 995:

I used to use shining spears, but have actually given them up. 35 points is kind of past the tipping point for a model that's only as tough as a normal space marine - they will get shot up because people know what they can do, they will take casualties, and every casualty will hurt. Certainly I'd avoid them in games under 2000 points. I'd keep the seer council instead.

Idea: working from your first list, vypers are 150 points. The minimum size FD unit, which many people think is the best option, is 80 pts + 110, for 5 dragons and a wave serpent with spirit stones. If you were to drop the vypers, and drop Doom+S. Stones from the Farseer (doom doesn't seem that crucial to your list) you could put the dragons in. They are definitely more reliable than the vypers, give you something capable of busting heavy armour, and the WS at least is more survivable.

Just some tips for ya.

- Optimal jetbike configs IMHO are: 6 GJB, 2 S Cannon, Warlock with spear and Embolden (Killer variant) or 3 GJB, Warlock with Spear and Embolden (Boost n' Capture variant) From personal experiance, never leave home without embolden when working with GJB.

- Vypers wielding BL is way too many points on something that goes squish that easily. Your opponent will focus fire them down due to the threat.

- Seer council at 1k i truly feel is dangerous. It's a massive point sink and if you take a weaker knockoff you prob won't have the # of attacks to make it effective.

- Take Dragons in a pack of 5 for big game hunting or a pack of 10 for MEQ squad hunting. The exarch jsut isn't worth it and Tank hunters is just flat overkill.

Question, when taking a warlock for a jetbike squad does that count* as a "Guardian Jetbike" making it able to include a second shruiken cannon to the unit?

Also in my second revision in my second post I uped the seer council to 5 and took out the DAVU squad or( dire avenger vehicle upgrade )
i also included the firedragon at 5 and a wave serpent.

What would be both of your opinion to this option? ( bounty-hunter and bluedagger or anyone else that wishes to input ) Would the DAVU squad be
viable to keep in this point range, un-upgraded.

Answer: I'm quite sure the warlock doesn't count.

Let me check the points:

DAVU: 160 (I'd put an EML and shuricannon on the WS so it can do some shooting, but its your choice)
FD: 190
6 GJBs, 2 cannons, Warlock w/spear and embolden: 205
6 GJBs, 2 cannons, Warlock w/spear and embolden: 205

That's 760, so not enough left for a real seer council.

Farseer on bike w/spear, runes of warding and fortune: 133

107 pts left, so you need to clear up some points. I'd drop one of the GJB squads to 3+warlock, that gives 76 extra points, 209. That's 4 warlocks with spears (192) plus 15 points worth of powers (I'd take enhance).

So, in short you can take DAVU and FD, but you need to cut down the jetbikes a bit to fit a proper seer council. I might cut the DAVU, since jetbikes can fill a similar role, but I think FDs are just necessary. Likewise seer council. Every list needs an assault unit, and a seer council is a lot more reliable and resilient than shining spears.
