Being that you can blob up Basic IG infantry squads, and you can attach Commissars to individual squads, can you blob up the 4 separate commissars attached to the individual squads?

4 Sgts with Power swords/fists, 4 Commissars with Power swords/fists plus the PCS plus 36 Troopers--Expensive but seems like alot of hits.

Yes.
You can actually do it with up to 5 Squads, not just 4, as there are 2-5 Infantry Squads per platoon.

Yes, but note that neither the Sgts NOR the Infantry Squad Commisars may get Power Fists. So it is a lot of hits and if you pair it with the right special characters it will eventually cause some damage. But not as many at ST 3 (4 with furious charge) as you'd get with up to 15 hidden S6/7 power fist attacks!

If you're going to take that you'd best get a Priest too.

I'd say less Commissars and more Squads is a better idea, though.

5 squads with power weapon sgts and 1 commissar with power weapon is generally plenty, that's 24 power swings on the charge.

A few games ago my blob came on from reserve and charged a unit of 10 terminators with a chaplain, wiping them out in 10 turns for the loss of only 5 guardsmen. 560 odd pts destroyed for the loss of only 25 pts of guardsmen. Nice.

In another game my blob fought 2 hive tyrants and a daemon price in melee at the same time, killing both tyrants and only eventually losing due to lots of orks charging in.

It is a fearsome cc unit, even at s3.
