Is it possible to give IG orders on someone else turn. The Codex just leaves the description of orders to just the "shooting Phase".

If so, how would FRF!SRF! work on your opponent's turn... do you interrupt them mid turn?
If not, how would Incoming! work? would you have to guess which units are going to be fired at?

The IG FAQ clearly defines when you can use orders, which happen to be on your turn only, specifically during your shooting phase.

I suggest you don't believe anything posted by thedarkavenger unless confirmed by other regular posters here at Dakka. He has shown he is incapable of basic English comprehension.

Regarding Incoming!, yes, you'd have to try and figure out which units are going to be shot at in the enemy turn. Not hugely useful except in certain situations, like if you have a blob squad sitting on an objective in the last turn or something.

The RAW is "at the shooting phase," so there is no interruption. It is true that the codex does not say it has to be your shooting phase. However, there is a line that reads "Orders must be issued before the officer and his Command Squad shoot or run." Since, however, there is no point at which the officer may shoot or run during your opponent's shooting phase, this line could be interpreted as not allowing you to issue orders during your opponent's turn.

This is the best argument I can give. To be honest, though, I just find the idea of shooting during your opponent's turn absurd.

And luckily, as was noted above, the FAQ clarifies that you cannot give orders in your opponents phase.

RaW also says only your shooting phase. If it was the other, then Monstrous Creatures would be firing in the opponents turn as well.
