What is the exact scale for GW games? 28mm/25mm?
More importantly, are any of the buildings on this website the correct scale? Is 1/35th too small?

Nope. GW stuff is 28mm Heroic, not 1/48. You're looking for 1/35 1/35 is equal to 28.6mm which, as far as I know, is the closest you can get in scale conversions.

1/35 is closer to 54mm. 1/35 scale figures are about twice as tall as 40K minis.
Some vehicles can work in that scale if you rebuild human-proportioned detail. 1/35 buildings though are huge.
1/48 scale vehicles are about spot on, although due to the proportion differences between 40K minis and historical models, you will again need to tweak details like seats and hatches. Buildings are pretty close.

GW has no consistent scale:
1.) Hands, heads and weapons are a different scale as the body, proportions are unrealistic (e.g. compare with AT-43 or Star Wars minis with realistic proportions).
2.) 28mm height would suggest something around 1/56 scale with some tanks offered in exactly that scale. But as Rhinos are too small and gun barrels too large, you have to use eye judgment to see what fits. Start with 1/56 or 1/48.
3.) 1/35 or 1/32 is nominally double GW scale and used in the Inquisitor game. In rare cases, 1/35 vehicles and assecories can be used. Always keep in mind that prototype models may destroy the SciFi illusion.
4.) All vehicles and buildings are too small.
5.) Distances in 40k are even non-linear, with artillery range 100 times hand to hand combat range.
6.) Amera is just made for GW and similar tabletop games.
BTW we sould make a sticy for that scale question, as it gets posted almost every week.
