My strategy with this army is to get into close combat (or at least melta range) very quickly. The sanguinor is included both as a fire magnet and a cheaper (and slightly more suvivable with IC status) alternative to Mephiston. The Librarian Dreads provide Heavy close combat support and have been given wings of sanguinius to keep up with the rest of the army.

I am considering dropping one of the infernus pistols on the assault squads and replacing them with hand flamers for more anti-infantry support (I may have gone overboard with the anti-vehicle). Finally is the sanguinor the best choice? I have considered dropping him for mephiston as I am not sure if my resoning on his survivablility is correct.

Sanguinor isnt an IC, but he does have the 3+ invul save so hes definatly survivable. And in your army i reckon sanguinor provides alot for you troops where as mephiston is a lone combat monster, you are going to want sanguinor around to give the +1 attack.

With your troops, i would give them 2 meltas or flamers for less points than the infernus pistols, you are losing attacks but if you judge movement well, you should be getting furious charge from the priests. And i can bet that in game you will think 'i wish i had an extra 6 inchs so i can hit that damn tank'
The last 2 squads with meltabombs, get rid of one, bump the other up to 10 marines and then combat squad them, saving points.

This gives you points for a PW for a sanguinary priest, as they have a better WS that sergeants
Ive given one of the sergeants a PW so that you make the most out of Sanguinors blessing, you can choose which sergeant to put it on.

Yeah I was about to suggest basically everything Chucky8890 said. However Sangiunors blessing is randomn so you can't really choose where to put it and I'd try to find room for PFs on all the sarges even if that means dropping a Sangiunary preist. 2 should be enough to give your army coverage.

I also think you would benefit from 3x10 man assault squads rather than 2x10 + 2x5. Meltaguns are definitely better than pistols. You lose 2 S4 attacks, oh no! but have you tried getting men within 3" of a heavy tank to destroy it? Meltaguns are even cheaper, as well!

You don't need 1 S. priest for every unit, I think it's better to have 2 priests, and give every sergeant a PF. Otherwise you will struggle with many mechanised or monstrous-creature armies.

While The Sanguinor is more expensive then Mephiston and isn't as beastly, he is more survivable and gives some rather good support to your army. Neither are IC, though the big difference to me would be the hood but if you don't feel you need the hood, it's entirely up to you.

The other alternative is to take Dante, as he is only 225 (freeing up 50 points) but debuffs an enemy HQ, has a death mask, makes the squad he's with not scatter on DS and gives hit and run to said squad. Even if you aren't running SG, Dante is generally overlooked in favor of the Sanguinor, where in reality both are about just as survivable and do similarly performance wise. Dante is an IC though, which gives him the edge imo.

Chucky made some very good points, though I wouldn't give the PW to the priests as it just paints that much bigger of a target on them. Instead I'd give PW to each sergeant for your Assault squads. The only other thing I could add from my view point is that on a Libby Furioso Lance and Wings don't seem to work very well together, if you want him to be a beast in CC, give him Might - if you want him to lend even more support to your army give him shield, as using him as your big shield for a squad would give that little added support Blood Lance won't be giving you, it's only a max range 24'' shot that you can't use on the same turn as Wings - Which I'd always use if he isn't in CC. I prefer Wings / Might, but shield is the other alternative.
