Yes. Or No.

It's been a very hotly debated issue on the forums since the codex was released. You'll need to discuss it with your opponent, because you're not going to get a conclusive answer.

How it works against Fearless units?

It works as normal. Fearless units automatically pass Morale and Pinning tests, but have to take any other Leadership tests just like every other unit.
