If you deepstrike Dante with Vanguard Veterans, they cannot use their heroic intervention, as "This ability cannot be used if an independant character has joined the Vanguard Veteran Squad" In this case the independant character would be Dante, and so no, you cannot use heroic intervention with Dante in the squad, and thus no charging. No, you can only join or leave units in the Movement phase.

No, you cannot do either of what you are wanting to do.

Heroic Intervention doesn't work if an IC joins them, and you cannot leave the unit outside the Movement Phase.
