In the BT codex, it states under "Drop Pod Assault" that Dreadnoughts may take drop pods.
Under the Dreadnought unit entry, it says nothing about drop pods. Where it says in the SM book "May take a Drop Pod for +yadda yadda points" there is nothing.

Can a Dreadnought take a drop pod outside of a drop pod assault? Gut feeling is no, but I wanted to see what others had to say.

"Drop Pod Assault" simply tells you how Drop Pods work - being put in reserve, arriving half first turn, etc.

When I last looked both DC and Furioso Dreads can purchase Droppods, it is in their Unit entry at the back, where points costs are given.

He is talking about BT, not BA!

The Black Templars codex is Messed up in how you select a Drop Pod. Rather than having it as a Transport option, the rule allowing you to select a Drop Pod is found on page 22, where it lists what units may Purchase a Drop Pod. The Dreadnought is one of them. Thus, you may buy a Dreadnought a Drop Pod at the points listed in the Transport Vehicle section of the Army List.
