I'm not really sure. I'd guess that in most cases Soviets will be expensive, as they tend to be a horde army.

If you haven't picked up the rule book, keep in mind that FoW divides things up into eras: Early War, Mid War, and Late War. Mid and Late have books out, with Early War dues soonish. I know armies can change a lot from Mid to Late, and it looks liek Early war will generally be very different.

In general Soviet forces are larger (in some cases much larger) but you can field thing like Guards Heavy Tank Battalions which have very few models -- and conversly there are some German units made up of poorer infantry (which are bigger than the average German unit but still not usually as big as a Soviet force).

As far as which is better for a beginner, the Germans might be less forgiving since they are smaller and so mistakes count for more but I don't think there is that much difference in play difficulty.
