Hmmm an interesting concept, but you have to take into account that 40k is 'heroic' 28mm, and Lotr is 'realistic' 28mm. the guns would look huge.
Just as an incentive, your standard run of the mill lasgun is roughly the same size as a 28mm lotr orc....

It is possible to make them for less than $8 each - if you are willing to look BEYOND GW models.
I have 20 of these buggers on bikes. 10 on scale trailbikes, 10 on scale roadbikes (akira/tron style). Neither cost me more than about $5 each.
