By 'Citadel' do you mean GW? Do they even use the name Citadel for minis production anymore?

I'm not sure. If you're interested in FoW, the best advice seems to be your choice of either the Open Fire boxed starter or the base rulebook. I got the latter and a couple of the big theater books (Fortress Europe and North Afrika) from The War Store at a good discount.

On the other hand, the box set has a bunch of tanks in it.

I think it comes down to certain army configurations are going to be cheaper, but certainly not all.

FoW can be cheaper if you use other 15mm minis. As it's historicals, they're widely available and I believe the FoW people allow them in tournament play.

Working on someting you'll either love or hate. Hopefully to be revealed by November.

FoW is typically going to run 6-9 units, depending on what you play.

Costs though, can run the gambit.

For example, Russian infantry. You are looking at upwards of 30ish stands in one "unit". German SS, in a comperable points split, are going to be 7 stands.

Russian tanks..10 per unit. Germans? Heck, you can King Tigers and have like 5 models in yoru entire army.

It really truely depends on what you want to play. I started with fallschirmjager and got fairly lucky as my "core" choices...fallschirmjager infantry, are $20 for a full platoon. I suffered a bit of sticker shock when I looked at artilery and the $60 box, and even more when I realized it would take $120 to field a full Brit arty unit. Then you have concerns with Mid war/late war and what you want to start with there. Some choices can pull a fair double duty (again, I got lucky, fallschirmjager can play North Africa/Eastern Front/Any late war book).

FOw has a pretty good webiste with battle reports and a forum that is a decent place to get an idea or feel for what you might be interested in, if you don't have a local club.

So, honestly, its a lot like 40K. You figure on a couple hundred for off the shelf, retail army to play. It could cost more if you like horde type lists, or less if you favor small elite forces.
