Dreads dont have combat tactics so they cannot trade combat tactics for fleet.

Short answer. Nope Dreads cant get fleet from Shrike.

Saw a post that said Vulkan works on dreads...i wanted to make sure.

VUlkan works on dreads because it doesnt require Combat Tactics first in order to get the benefit - the entire army benefits instead.

Shrike requires you to give up Combat Tactics first, which dreads dont have.
