OK, today some people at my FLGS complained about my grey knights not being allowed to have artificer armour.

I think they can because it says at the top of page sixteen.

is there somewhere official i can get these rules from?

Yes, you can get the rules from the Codex.

What exactly are you talking about? Are they complaining about the whole Squad having Artificer Armour or are they complaining about just the Judiscar?

If it's the Former, they are right too. Normal Grey Knights cannot purchase from the Armoury. What the rule on page 16 does is limit Grey Knights in Power Armour WHO CAN ALSO PURCHASE FROM THE ARMOURY to only purchasing Wargear. So you can give your Judiscar Artificer Armour, but not anyone else.
