my friends and I got into a disagreement about whether or not you can use heavy weapons like a sniper rifle on the first turn if you dont move or if you have to wait till the second turn to fire. They said it was an "implied" rule, I disagreed and relented for tonight to keep the game moving.

When your friends cheat, call bs. If nothing else, they will know you aren't a sucker. There is no such implication anywhere in the rules. When this happens, you ask them to show you a page number. If they can produce no evidence that their violation of the rules is justified by more specific circumstances or examples, then just play the RAW.

Did they have any particular rules backing for their argument? Because there isn't any. P29 BRB has the main heavy weapons description, read it and see if you're still confused.

They were claiming that because you cant move and fire(with ought special rules)that there was a setup round before you can start, the 3 people who were claiming this play melee heavy armies and were arguing that the snipers couldnt start shooting at them the first round as that would be unfair to the melee who may loose some units rite away and possibly take pinning tests(not likely as almost all their units are fearless).

...were you trying to move and fire? Do the rules say that if you moved in a previous turn you can't fire? Do they say that there's a mysterious setup phase that makes you count as having moved for the purposes of firing on turn 1? No? Then tell them they can show you where it says you don't follow the normal rules for firing in the rulebook, and then happily start knocking units out and forcing all the pinning tests you can. It appears that they were trying to cheat you, pure and simple... 'Fairness' my  .

Thank you for the information, im still fairly new to the game(about 2 months of playing) and our group is very small, only about 7 people, so before I start an argument I wanted to double check.

This is completely unrelated.
The "problem" with vehicles is that it depends on how far you moved the previous turn. Firing Heavy Weapons depends on how you moved in your preceding movement phase.
