Interesting idea. Would really let you play a very different kind of IG. I'd give him BS 4, like the company commander.

I'd say it'd be better to add a option to mount Company Command Squads, Lord Commissars, Primaris Psykers, and Priests. I'd say 20 points to mount the CCS, and 10 points for the ICs.

Making a Mounted CSS count RRs as troops wouldn't be unheard of, either.

My two cents for a full RR army (if that's what you're aiming for, if not then you can add these ideas to the Guard codex)

Make Mogul Kamir an HQ choice (if taken, RR can be taken as troops), can take a unit of up to four RRs as bodyguards, (Ws and Bs 4)

Troops: Units of RRs

Fast Attack: Units of RR (possibility of being on Cold Ones maybe?)

Heavy Attack: Per slot, a RR on a Carnosaur (a fast MC)

And there you go, but just take a guy with Mogul Kamir's stats in a RR unit as an HQ choice if you dont want to go for the full theme

The one thing that was missing from the Imperial Guard codex that I really wanted from the rumors (with the exception of pre-game bombardments) was the Honorifica Imperialis.

In it, you could give any sergeant the Honorifica Imperialis, which would give it better stats and then would make it an HQ choice, its squad being a sort of bodyguard. Then you could could have that type of squad be a Troops Choice.

For example: Take a Stormtrooper squad, give the sergeant an Honorifica, then Stormtroopers are troops and the sergeant gets better stats.

I'd have the HI as a 0-1 choice, of course, and I'd probably disallow it for Ratlings and Ogryns.

I know one of the Imperial Armories had rules for this, but I don't remember witch one.
