If a Psyker is allowed two powers and can use two power per turn...

What if his two chosen powers are psychic shooting attacks?

I know he cannot use the same power twice, but can he use two different psychic shooting attacks in the same shooting phase?

Only if it can fire 2 weapons a turn. Using a PSA replaces using a Ranged Weapon. If you can only use 1 Ranged weapon, you cannot replace a 2nd one for the 2nd PSA.

In the Psykers section of the main rulebook (pg 50) under Psychic Shooting Attacks, it says that even if a psyker can use multiple powers a turn it can only use one psychic shooting attack. However, like Gwar said, he can fire more than one PSA if he is allowed to fire multiple ranged weapons per turn.

For instance, Psykers that are also monstrous creatures could fire multiple, depending on their movement. I know this question came up in a game with my Tyranid friend

Their movement doesn't actually matter. They can move and fire 2 Weapons just fine.

But can't they not move and fire 'all'? Which would allow for 3 or more psykic shooting attacks?

No, they cannot. They can not move and fire two weapons or they can move and fire two weapons. As Gwar said, their movement doesn't matter. Maybe you're confusing them with Walkers?
