I've been pouring over the new Codex, trying to get the most bang for my buck. And my basic list is about 1750 (Everything that I own)
A couple Chimeras, 2 Hellhounds, LRBT, and LR Demolisher. CCS, 2 PCS w/3 Infantry squads in each, 5 Heavy weapon teams, split between the two.
I have the CCS and one of the PCS in my Chimeras, would it be better to turn a pair of the infantry squads into Veterans, and give them the meltaguns/plasmaguns that were in the command squads, and put them in the Chimeras? That way the CCS and PCS could issue orders?
Infantry squads do not have any heavy weapons attached, I was looking at taking more of an agressive stance and moving every turn to get into Rapid fire range with the troops. I know the guard are squishy, but they should be given the chance to lay out as much fire as possible before they get slaughtered.

I definitely prefer vets in chimeras to vanilla guards, but command squads in chimeras are excellent, since the Command Vehicle rule lets the issue orders from inside the Chimera.
Footslogging guards tend to die pretty fast, and generally are only good for locking down objectives to prevent enemies form getting within 3 inches. That said, since you're going the Command Squad route, I might actually opt to use the Chimeras for something else. Mobile support for the hellhounds, perhaps (they're great for blocking LOS). Of course, I dig Chimeras full of ogres, but that's just me...
If you really dig the mobile assault force, though, I would make my next purchase a gunship. They have great weapons loadouts and in my experience pretty much make their points back every time, not to mention transport duty.
Edit: Take this all with a grain of salt - I don't often play the guards.

I had planned on adding another Russ as my next purchase. I wanted a couple more Chimeras, for a pair of veteran squads. And then a Basilisk, or one of it's kind. If I buy a gunship, I'll end up with an Air Force..

I like the CCS and PCS in the Cimeras, so they can still issue orders and be a little safer. i'd also get a couple more Chimeras to give to scoring units. Vets would be my first choice.

How about:
CCS - HWT, standard, vox
Platoon 1
PCS - 1 HWT, vox
PIS - GL/AC (or similar setup)
PIS - GL/AC, vox

Hellhounds, tanks, etc.
Basically, form a firebase with lascannons and autocannons. Maybe form 1 big platoon, but the point is to keep them firing with the orders and the regimental standard. Maybe you should scatter some flamers around the command squads, so they can repsond to deep strikers or fast units that get in amongst your men.
Meanwhile, 2 hellhounds, 2 melta mech squads, and 2 tanks should be enough to go forward and dig the enemy out of his objectives.

I hate to tell you this, but you're going to have problems no matter how you rearrange this. What you have here is a 4th ed list, top to bottom, and we live in 5th ed times.
No longer is it about high cost, high firepower units designed to maximize victory point efficiency. Now it's about hordes of low-cost units that maximize mobility. You're probably going to find it hard to compete with what you have.
The above isn't an awful way to arrange what you've got, but to do it right you're going to have to replace those HWSs for chimeras or more troops. Gunline was two rules editions ago, and unless you really, really like 3x basilisk batteries, they're simply no longer viable.

One thing I've been considering recently is using my old style hellhound as a Chimera with a heavy flamer turret.
It would be better putting the heavy weapon teams into the squads rather than having them be a team itself. In all honesty, they're still guardsmen running at people and rapid firing with infantry squads doesn't work hugely well. Better to let them run at you, then if you really want to, advance at them before they hit your lines and rapid fire.
I'm not entirely sure a third russ is essential. - It might be rather overkill to be honest. I probably suggest 2 russes and 1 artillery piece. - The plastic manticore is supposedly out in a couple of months.
If I were you I certainly wouldn't be as... negative... about what you've got as people on the internet will likely be. Regular posters on internet forums tend to think that pushing toy soldiers around is serious business!
My army wasn't hugely dissimilar to yours when I started playing 40k again and it wasn't until very recently that its core format changed much.
I've got some tips here that will help I think for semi casual playing.
