It's a bit amusing you've defended you all-armour choices prior to the army list - the internet consensus seems to be that if there's more than 20 guardsmen or so not in vehicles, your list stinks!
Primaris psyker/PBS - hey, if it fits your army's theme, go for it.
Veteran squads - this is where you have a big problem. 2 flamers/1 melta is a terrible combination. If you risk a shot at a tank, you have a big chance to waste the unit's shooting completely. At the same time, 2 flamers isn't all that. Take 3 meltaguns or maybe 3 plasma on veterans. The chimera they ride in should have a HF on the hull to deal with infantry.
I think the vendetta-riding veterans should have their own chimeras. Vendettas are better off moving 6" a turn at long range, than moving up in the enemy's face.
How do you get the points for those chimeras? Cut down your squadrons! The squadron rules make vehicles more vulnerable and less flexible. 75-point light vehicles like the griffon are good for it.
I would: drop one hellhound, give the remaining one a hull-mounted multimelta. On either variant, this is a great upgrade. On a hellhound, which generally moves 12" and gives up the second weapon if it's flaming infantry, you're not giving up much, and you can move 12" to melta a tank. On a banewolf, as well as blasting tanks, a multimelta is quite useful against 3+Saves, since it allows for no wound-allocation shenanigans.
I would drop at least one LR squadron to one tank. Use the points to get more veterans in chimeras - scoring units are worth a lot. As long as you're filling each HS and FA slot with one vehicle, or 2 light vehicles, it's plenty of firepower, you don't need to cram squadrons.
Finally, although the list will be quite competitive after those changes, you may find hydras better than griffons against lots of armies. Also, lots of people extoll the manticore or medusa over leman russ variants, that's a personal choice IMO.
