If a transport used a road to move 18" at cruisnig speed can its passangers disembark?

I don't see anywhere in the rule book saying that they can't, the book just says that that passengers can't disembark if the vehicle moved flat out. A transport that is moving on a road doesn't count as moving flat out so...have at 'em boys!

The best thing about this particular signature is that by the time you realise it doesn't say anything it's far too late to stop reading it.

Nope, just says units cannot disembark from fast transport vehicles that moved flat out in their movement phase.
No restrictions on non fast transports.

Sort of on topic. Can you give me a page number where it says that units can't disembark from vehicles moving flat out or turbo-boost? I challanged an Eldar Play about that, but I couldn't come up with the reference.

Well, you can't disembark from a turboboosting vehicle because there aren't any of them (only bikes/jetbikes can do this, and they aren't vehicles).
