So can Big meks, techpriests, techmarines and any other fixers i don't know about fix the vehicle they are embarked in?

I know big meks can, as it specifies they can. The rest, as far as I know, cannot as embarked in a vehicle doesn't mean base-to-base contact .

Space Wolf Iron Priests (who have an ability relying on base contact with the vehicle) have been FAQ'd to say that they can, so by that precedent the other abilities should work as well.

The FAQ ignores RaW.

RaW, Priests and Techmarine cannot, Meks can.

If you play with them, yes.

I personally use the Errata, and the FAQ when it doesn't ignore Clear RaW.
