This is my current IG list which I use against my friends in mostly objective games, hence the beefier troops and specialized weapons. On average, this list does well but sometimes it jut outright falls on its face. I'd appreciate any and all opinions on the list

I see a few issues with this list:

Bloated command squad: Kell & the Master of Ordinance are just not going top cut it here in my opinion. Kell isn't really doing much for the army as a whole, he's more of a platoon army guy really, he is also a points dump. The MoO isn't very effective and by cutting him and kell you free up enough points to get yourself something nice.

Veteran squad power weapons: These... won't help you. If your vet's are being assaulted you want your opponent to sweep you immediately so that you can shoot his attackers right away, preferably with your executioner.

Basilisk: If you like them, cool. They are not, however, good. This is my opinion, of course, I just feel that if you can cut the last section of the barrel off and call it a colossus you will be a much happier guardsmen

"All of the whining pisses me off... Somewhere some whiny girlyman reinterpreted sportsmanship to reflect the build and not the player. The build has nothing to do with sportsmanship and getting docked as such is ludicrous." -Inigo Montoya
That being said, I'll still give you a 0 if you bring more than 5 eldar skimmers. Don't be that guy.
Also, strippers.

Most of the ingredients to this list are good, you've just got a couple things that are unnecessary.

Like Kungfuhustler said, Kell and the MoO are not a good idea. You've created a unit that needs to move to be effective, so the MoO will not get to fire above once a game - and anyone who's seen him in use knows that his shots are wildly inaccurate, you'll probably never hit a thing unless targeting something surrounded by other units. Is the astropath necessary? Besides the vendetta, what would you ever reserve/outflank? I think vendettas are better kept on the board and firing from turn 1, anyway.

Kell's abilities are of more benefit to loads of platoons than small, mechanised squads. I'd actually drop Creed as well - you're paying for 4 orders, but are 4 (of 5 total) squads ever going to be out of their transports and firing at one time? I think a normal officer is plenty for this list.

If you drop all 3-4 of those upgrades from the squad, you'd have around 200 points spare, right? Get some more HS/FA choices. I suggest some hydras or a manticore, long-range vehicle killing guns are a good thing to have.

I'd also drop the sergeants' power weapons, those squads are not meant for assault anyway.

Your executioner should only be 230 points.

Hope that helps.
