I am looking to star a new 40k army. What are some of the few armies that generally consist of elite, expensive models?

Chaos Daemons are generally low count, elite armies (at least the ones I see). Deathwing, if you play that way. Eldar can do elite too with Wraith-based armies. Tyranid MC lists can work too. Those are the ones I can think of off the top of my head, though I'm a bit new at 40k, so take it with a grain of salt.

Australia

A Death company or Loganwing army has a low model count and is elite. A DA army that contains deathwing is pretty flexible and can always be supported with Ravenwing or tactical marines. As for Loganwing, I've heard scarey stories about people being tabled by deathstar loganwing lists.

Thanks for the suggestions. very tempting, but I think I prefer to stay away from any SM army, considering that I currently play Blood Angels. I think I will look into the Tyranids or Daemons. How would an ork army of warbikes and such fair?

Well, Orks on warbikes form a small but very punchy elite army: 2 Warbosses and 2x 10 Bosses on bikes.

Grey knights are probably you best bet, they're troops choice is expensive and they'er elites is even more, and they take a lot of skill to play...which makes them incredibly fun (I would know) perfect army for you by the sounds of it

Grey Knights arent your "normal" space marines, so are a good bet - gorgeous models as well.

Otherwise Tyranids with Warriors as troops, hive tyrants and carnifexes / trygons can give you a very low model count army, plus ltos of oppurtunities for quick but effective paint jobs.
