Is range for vehicles really measured from the vehicles hull instead of the actual gun?

No. Range TO vehicles is to the Hull. Range from the guns is measured from the tip of the gun Barrel, as stated on page 56.

Page 66 for embarked troops where it says you measure to / from units, and Gwar has provided the rules for weapons.

Also note that range to skimmers for H2H can be to the hull or base, while range to or from walkers is to their base if they have one, or to their hull or legs if without.

Thus, vehicles have five different ways of measuring range depending on circumstances.
