Question:- As Mephiston is not an Independant Character (or the Sanguinor for that matter) he cannot therefore join another unit as he is technically a single, one model unit, the question is can another Independant Character join TO him instead?

ie attach a Sanguinary Priest, Corbulo or a Chaplain to form a powerful 2 man unit?

Yes, because they have a rule allowing them to do so. All IC's are unit's of 1 model, but not all units of 1 model are IC's.

Because they have a specific exempotion that lets them join other ICs.

1) ICs can join any unit
2) unless it is a vehicle, squadron or any unit that ALWAYS consists of one model
3) Unless that one model is an IC, when it can join.

Given the Sanguinor, Mephiston are not ICs, 3) does not apply so you are bound by the restriction in 2.

You cannot arbitrarily decide a special exemption for ICs applies to everyone, thats not how rules work.

where in the rule book does it say IC can not join units of 1 model. All i read was on pg 47 at the bottom of the first bullet it says "bear in mind that there are models that only ever fight as one unit, but are not idp charcters." what page does it say IDP charcters cant join this type of unit?
