I want to start a new army up, I was planning on GK (for those that haven't glanced at my other topic), but after so many rumours of a new Codex, I have put that on hold for a few months, just to see if they bear fruit.
In the meantime, I will be looking at other races, just in case. Which finally brings me to the question - What army/race can take the smallest sized army at minimal cost (cash-monies, not points), yet remain highly effective/competitive at around a 2k level?
Any suggestions will be greatly appreciated, dudes and dudettes

Well, GK would be such an army.
Take 2 GK squads and 1 GKT unit mounted in Land Raiders.
This comes out at 1750 pts.
Add two Dreads and you are set.

You can make an effective Black Templars list out of AoBR boxes (either buy the parts or sell the Orks).

I originally intended for a GK army, but they are both very expensive, and (hopefully) with a new codex in the works.
Are there any other armies that have small model counts but are cheap and effective in battle?

Well, due to GW pricing (and needing to recoup the cost of development and manufacture) most units that come with few models just cost more per model, so there aren't a ton of "cheap" armies out there. Honestly, your basic Space Marine, thanks to the AoBR box set, can do quite well in the money: model ratio.
Game-wise, the "best" small model count armies are almost always loaded up on power units such as vehicles, monstrous creatures, HQ heroes, and the like, none of which are cheap. You could try Deathwing (using Blood Angels codex) as it's basically Terminators and Landraiders with some accompanying units. You can get Termies from AoBR and convert, but you'll have to buy the landraiders, etc. Still, could probably get 2K for under $300.

You can also take Loganwing, which is like Deathwing but better. Instead of mediocre old Belial, you can take Logan Grimnar, who will make Wolf Guard (including those in Terminator armor) into troops. You can then load the boys up with updated cyclone missile launchers, storm shields, and all kinds of other bits and bobs. They also all have acute senses and counter-attack, plus squad sizes of 3-10 men, instead of the flat 5 of Deathwing.
Loganwing invalidates Deathwing.

I will take the Loganwing into consideration.
I've also been looking at other threads, and I have it narrowed to
Grey Knights (if they get a new release)
Loganwing
Ork bikers (been looking at other threads, and these seem to come up as pretty solid, plus I already have the codex)
If anyone can come up with other suggestions, they are welcome

Chaos Daemons. They're what I play and other than the one greater daemon I had to buy most of the models are fairly inexpensive cash to point ratio. For example 22 US dollars for 10 bloodletters which can be maxed out to anywhere from 160-240 points just for those ten guys.
