If you have already built them this route would be a waste. You get the front half of the torso but not the back so for every model you built you would be unable to use the torso. My recommendation would be to ebay the shoulder pads and if you really want the weapons and heads.
If you have not built them then 5 boxes for 100% conversion or 3 if you want one BT shoulder pad and one regular on each. Then mix and match the addtional bits and stretch them around.
The boxes are desinged around making a ten man squad. Addtionally per box you get 5 sets of terminator shoulder pads and a complete set of vehicle upgrades for rhinos, landraiders and dreadnoughts.

Just count the shoulderpads if you want to know how many you'll need. It's really not hard at all.
3 assault squads and 2 tactical squads sounds like 50 men, and there are 10 shoulderpads per pack. Figuring one shoulder pad per Marine (leaving the other side blank) you would require 5 packs. Figure the same logic for the Terminators.
I stretched my BT upgrade sprue (with some extra bitz ordered shoulder pads) to cover about 20 marines and 5 terminators. Depending on how many power armor marines you have, I'd say somewhere between two and three.

That would be almot seem like good logic until you realize that not everything is pictured. You actually get 10 sets of shoulder pads, not the 5 pictured (excluding the terminators) you also get 10 bolters but only 5 sets of ccws. Its hard to tell without the sprue in front of you.
