I'm guessing 28mm is what you want? In that case, Wargames Factory and Warlord Games both have some nice Roman options in plastic. Foundry also has Romans, but they are metal and will be pricier, although they'd be a good place to look for command figures.
If you're interested in other scales, just say so...there are plenty of other options out there.

Agreed, both ranges are excellent. Perry Minitures also do some nice stuff as well.

28mm Warlord are better than the Wargames Factory. The WGF Romans were the first kit they did, and it shows.
The Warlord stuff is great. I like them because they are very similar to equivalent GW stuff in scale, quality, poseability, and "feel".
Gripping Beast makes pretty good metals as well, but I think they are closer to 25mm.
Black Tree Designs has decent 25mm also. But I don't recommend them in the U.S. I placed an order and it took 6 months to get anything. I think I am still missing some stuff.
New Line makes 20mm metals. Not sure if they are still around, but the stuff I have is great.
HAT makes decent enough 20mm soft plastics, as do Zvezda, Italeri, and Ceasar miniatures.
The Caesar are the best of hte soft plastic 20mm. They use slide molds so hte poses they can get are impressive.

The Warlord and Wargames Factory Romans are from very different time periods - your choice of army will dictate which company may work best for you.
From what I've seen, the Warlord Romans are rather small - more like 25mm or a Lord of the Rings figure. But if you do an all Warlord games army - the size is not an issue.
I have Arab figures from Gripping Beast. They seem to be the same full bodied 28mm which most companies sculpt.
If you do chose an Republic Roman army - I prefer the Wargames Factory figures. The ability to kit bash with the Numidian figures creates a lot of modeling options.

Wargames Factory are smaller, closer to a big 25mm scale.
Its easy to mix them up, but I have both right in front of me.
The Warlord ones are for the most part in the classic Lorica Segmentata(sp?). So after the Marian Reforms.
The Wargames Factory are mostly chainmail IIRC. So are late Republic?

Warlord Romans are equipped with lorica segmentata - which places them into the 1st century AD.
Wargames Factory Romans are equipped with Mail which was introduced some time before the 2nd Punic war (220 BC), became standardized by the Marian Reforms (105 BC), was used by JC's troops (50BC) and then was replace (or supplemented) by Lorica at the turn of the millennium.
I was not able to find a side by side photo for WG vs WGF, but I did find WGF vs foundry vs crusader. The image does a good job of showing how WGF matches the (defacto) industry standard size.
