I'm really tossed up by having to choose between the two. On one hand, the Reclusiarch has a 4+ Invulnerable and allows DC to reroll hits...On the other, a CC Librarian with Unleash Rage and The Sanguine Sword always lets the squad reroll to hit, even in additonal rounds, and always strikes at S10, plus he gets the psychic hood which is awesome...but without the invulnerable save.
I've done the mathhammer, and so far the Reclusiarch (with DC) comes out ahead on the first round of combat, but in second rounds and later, the Librarian does, assuming the Librarian lives. In addition, the Librarian is more effective against mechanized and monstrous creatures.
Any blood angels players care to share some advice?

It depends on the DC unit and how expensive it is.
If the DC is 15 strong with 5 power fists and 5 power weapons and going in a land raider crusader along with a HQ the Reclusiarch is far better.

Chaos isn’t a pit. Chaos is a ladder. Many who try to climb it fail, and never get to try again. The fall breaks them. And some are given a chance to climb, but refuse. They cling to the realm, or love, or the gods…illusions. Only the ladder is real. The climb is all there is, but they’ll never know this. Not until it’s too late.

We're talking a nine man vanilla DC with maybe one or two upgrades. The points are just better spent elsewhere than on upgrading the DC unless I'm going full lulz.

Reclusiarch lets anyone reroll hits on the turn they charge. He lets DC reroll wounds as well.
Librarians seem a popular choice now that they're back to LD 10 and have interesting powers, but I haven't run one. I prefer the reclusiarch as putting him with a 10-man assault squad and a sanguinary priest allows me to run them as an ersatz death company.

Depends on what you play against I guess.. I actually run both in my 1750 list, Reclusiarch for the DC to re-roll hits and wounds, and the Librarian for the Hood since I play against nids and eldar alot.
If you only want to take one, it depends on what army you mosty play against, if you play against armies with no anti-psyker, then go librarian, if you play against eldar with RoW or Tyranids with Shadow of the warp then you need gonna have to decide between the hood to nulify powers or the fearless/re-roll hit chaplain...

I dislike the BA HQ choices. They all seem to be a complete waste of points or atleast overpriced, except one:
Mephiston. Sure that guy has a couple things that he lacks but the regular Librarian exists only to fill the mandatory HQ slot and to provide a psychic hood, and for the extra 150 points that Mephiston costs over him he's a good deal. Keep him hugging your fast Predators while you move and he'll never be without a cover save against ranged weapons. If you use Sanguinary Priests or Honor Guards he'll also benefit from FNP. In combat there's almost nothing he can't handle if you support him with Assault Marines against hordes, and will blow up tanks left and right with his S10.
Anyway, if I have to choose between a portable psychic hood, a mediocre at best combat hero, or a Hive Tyrant on crack who still provides the psychic hood, I'll take the monster. If Mephiston was a unique 0-1 heavy support choice I probably wouldn't use him, but he fills the mandatory HQ slot and doesn't really get any real competition from the other HQ units.
