Subject: Noob Painting Questions

Friends just got me started this weekend (wasn't a hard sell-played Dawn of War, was only a matter of time). Bought a starter set (Chaos), one HQ dude, an extra box of raptors, paint, spray primer, brushes, glue and clippers. Now, down to business.
How exactly does one go about spraypainting minis? Do I cut all the bits out of the sprues, throw them in the bag, spray into the bag like i was gonna huff it, then shake em' around? Or am I supposed to spray each one individually? For that matter, which is first: primer, or gluing the bits together into models? I've gotten conflicting reports about whether I should put the models together permanently, or expect to snap off and switch out bits from time to time.
In anticipation of possibly being asked, its a mix of plastic and metal: the starter set and hq are all plastic, the raptors are metal.

I always assemble the models first then prime them. I've seen people prime whole sprues, but I don't recommend it. I always stand my minis in a shallow box and prime them. I wait for the first coat to dry them lay them down and spray again to get the "underneath" parts. Hope this helps and welcome to Dakka.

Alright, started gluing pieces together (very slow process, hopefully it'll speed up as I get better at it). Next question:
I have only the models I mentioned above: 15 marines, 8 khorne berzerkers, 5 posessed marines, one rhino, one HQ (built as a sorcerer lord w/ terminator armor), and an extra 5 raptors.
How best to phrase this question...I want to use those models potently, so as to be able to play in higher-points games, even if I don't have a shot at winning ;P
What is a good point value to shoot for, so most casual games will be at or under the size of my army, and I can just pick off units to slim down if need be?

As above
But
Assemble first except if that arm/weapon etc will get in the way of painting
Use bluetack to cover over joins (then rip off later for a clean plastic or metal surface to glue)
Then prime, paint first with foundation then your chosen colour
